Should implementation be vendor-led, partner-led or managed after launch?

CONTROLSPAN RESEARCH DESKSECTION 03 · PAGE 10 OF 16Last updated 28 October 2026

Select delivery responsibility separately from software capability. Public service descriptions demonstrate that this is a real choice: Edgile describes platform migration work, while Meditology describes healthcare GRC operating-model design, platform integration and ongoing reporting support. These examples establish service scope, not comparative delivery quality. (edgile.com)

Delivery model When to evaluate it Responsibility to make explicit Handover evidence
Supplier professional services A bounded implementation closely follows the supplier’s product model Data preparation, integration work and anything excluded from the standard package Configuration workbook, runbooks and buyer-admin demonstration
Specialist implementation partner Platform or sector knowledge is central to the first workflow Interfaces between partner, supplier and buyer teams Named delivery staff, relevant references and reproducible technical artefacts
Large systems integrator The programme crosses several systems, entities or transformation workstreams Accountability for each workstream and subcontractor Integrated plan, dependency register and acceptance ownership
Managed administration or operations Internal capacity is constrained or selected activities are intentionally outsourced Which decisions remain with management and how work is supervised Service catalogue, workload reporting, escalation and transition-out plan
Buyer-led configuration Scope is bounded and internal technical ownership is established Capacity, support cover and release governance Successful administration, recovery and upgrade-rehearsal tasks

Do not infer that “no-code” means no administration. As one concrete staffing signal, an April 2026 Senior GRC Administrator job posting for ServiceNow IRM and BCM described configuration governance, data integrity, release control, integration validation and production stability. One vacancy is not a staffing benchmark, but its responsibilities are useful inputs to an operating plan. (recruiting.ultipro.com)

A June 2026 supplier-hosted podcast with Michael Rasmussen and CoreStream’s Richard Eddolls also discussed configurability, usability and post-handover support. Treat it as a source of diligence questions, not independent confirmation of a supplier’s maintainability claims. (corestreamgrc.com)

Before signing, ask the proposed buyer administrator to perform three tasks without the implementer taking control:

  1. Add a field and approval step without changing restricted access.
  2. Diagnose a failed import and reconcile the corrected result.
  3. Produce an executive report whose figures can be traced to underlying records.

Record elapsed time, assistance required and any work that must return to a supplier. Use those observations—not a generic staffing ratio—to estimate ongoing capacity.
