Compare permitted actions, not just licence labels. LogicGate’s public model distinguishes Power Users managing the programme, while Optro advertises unlimited stakeholder licences; neither statement should replace a contractual explanation of what each role can do. Give procurement an activity-based licence matrix:
| Persona | Actions to price explicitly |
|---|---|
| Control owner | Receive tasks, submit evidence, respond to rejection, delegate |
| Risk owner | Assess risk, propose treatment, request exception |
| Reviewer | Approve assessments, challenge scores, close findings |
| Executive | Read dashboards, drill into records, export reports |
| External auditor | Access selected evidence, request clarification, download agreed packages |
| Administrator | Configure fields, workflows, permissions and reports |
| Integration identity | Read/write APIs and run scheduled jobs |
Ask when an occasional user becomes a paid full user, whether external participants have separate terms, and whether inactive users still count. Test the role you intend to purchase—not a demonstration account with broader rights.
Request worked quotations for your own growth scenarios. “Unlimited” should resolve into a contractual entitlement, including any applicable activity, module, entity, usage or fair-use restrictions.
Acceptance condition: procurement can explain the incremental licence cost of adding the next control owner, administrator and business unit without requesting a fresh interpretation of the original deal.
